Not quite — it uses standard city-building foundations but replaces flat-land construction with vertical cliffside building, and swaps typical RTS combat/events for tabletop-style card pulls and dice rolls.
Who is the antagonist?
Pirate hunters working for the Crown, who are moving to end the Golden Age of Piracy as your colony tries to survive and grow.
