Refining in Ragnarok: The New World is confirmed safe up to +15 — unlike classic Ragnarok Online, a failed refine attempt does not destroy or downgrade your gear.

That removes the single biggest reason veteran players avoided upgrading good equipment in the original games, so there's little reason to sit on refining materials once you have them.
